Focused Inbox is not working for some customers. This issue may be occurring in Outlook desktop only or may also be an issue with Outlook on the web (OWA).

There is no workaround for this issue
Current Status:
The issue has been resolved. CIT Mail and Calendar Services determined that a rule which had previously been used to manage the obsolete Clutter feature was accidentally re-enabled. This rule caused messages that were classified as "Other" by the current Focused Inbox feature to be placed into Focused Inbox regardless of the evaluation. A case was opened with Microsoft support to confirm this finding. The rule was again disabled and has since been deleted to avoid any recurrence of this issue.
