Brief Description:
On Sunday, July 18, 20201, the configuration of the HAProxy for Remote Desktop Services (RDS) through rds-proxy will be updated for proxied PROD RDS DBs.
User Impact:
DB clients connected to RDS instances through rds-proxy will have connections ended, but will be able to reconnect immediately.

Full Description:
The configuration of the HAProxy for RDS (rds-proxy) will be updated for proxied PROD RDS DBs. This change utilizes haproxy user and group configuration from upstream haproxy docker images. It also improves handling of the situation where a backend RDS instance DNS name doesn't yet exist.

DB clients connected to RDS instances through rds-proxy will have connections ended, but will be able to reconnect immediately.
