CIT Admins are continue to work on the problem, which appears to be caused by a mailing loop that has bogged down mail transport to and from (but not within) Exchange. We are attempting to locate the source of the loop and stop it. The messages causing the mail loops have been removed from the mail queues, and mail is being delivered promptly at this time. It appears that mail sent to GMail (including CMail) was rate-limited for several hours due to this problem, but delivery times are under a minute again.
