There appear to be delays for email posted via CIT hosted elist.

We believe that all the CIT hosted elists have been operating normally since this morning. While we are still completing our analysis of what happened, we will be relocating the elist that seems to be the proximate cause to an alternate server so that it can no longer trigger this problem.
