There appears to be an issue with Cornell’s Kaltura and Video on Demand Services that is causing a significant slow-down of transfer rates when using download and some upload features from within the Cornell network.

Full Description:
There appears to be an issue with Cornell’s Kaltura and Video on Demand Services that is causing a significant slow-down of transfer rates when using download and some upload features from within the Cornell network. The download or upload ultimately works, but the transfer rates are noticeably slow. This issue appears to only be occurring within the Cornell network. Outside the Cornell network, the transfer speeds appear unaffected.
