Microsoft has reported an issue in which some users are unable to send 2013 workflow emails. The submission is getting stuck in the “started” state, and the email notifications are not sending as expected. This issue is not impacting users’ ability to create or update 2013 workflows. Workflow emails associated with 2010 workflows are working as expected.
