As of about 9:15 pm Oct. 10, incoming messages sent to @cornell.edu addresses are being delivered as usual, without delay.

Microsoft assisted CIT in finding a known bug in Exchange triggered by an invalid unicode "from" address. This bug caused incoming messages to @cornell.edu addresses to be delayed between about 2:35 pm and 8:41 pm. As about 9:15 pm, email delivery had resumed at normal speed.
