Users will not be able to log into the application until the service is put behind the load balancers and the service restarted.

Jira will be unavailable on Sunday October 28, 2012, from 9:00 AM to 12:00 PM, for migration of the application behind the Hardware Load balancers. We do anticipate that this activity will create an outage for Jira during this outage window.
